Abuse within the institutional framework
The ongoing investigation into abuse within the care system in North Wales resurfaced this week. One strand of the investigation that was under the spotlight last autumn led to the former conservative party peer Lord McAlpine being mistakenly identified as an abuser on Twitter.
Although somewhat discrediting the investigation in the eyes of some, Operation Pallial has continued and 76 new complainants have now come forward. A total of 140 allegations have been made relating to 18 care homes between 1963 and 1992.
Despite being historic, the investigation and the suspicion that a paedophile ring was operating within the institutional framework will cause a sense of unease for many in the care sector in general and perhaps greater discomfort to those in Wales.
Given that so much time has elapsed it is impossible to rush to judgement. But now is not then. Those that suffered deserve justice; however, the standards and practices that were in operation from the 1960s to the early 90s now belong to the past.
