Should there be any restrictions still in place as regards visitors to care homes using the visitor’s toilet, particularly when COVID-19 rules are more relaxed?

Without knowing further information on the particular services current COVID-19 Status or restrictions they may have been asked to implement or indeed felt that they have needed to implement to control an outbreak it would not be fair of me to comment further.

The best advice I can give is that you arrange to speak to the registered manager who will be able to provide you with the rationale behind any local decision made.
