I want to start my own domiciliary care agency & am trying to get my head round the whole process. I’ve looked at the CQC website & read a lot but I’d like to know if I need to have everything in place before I register – for example policies & procedures but also things like software programmes etc. it’s all very expensive & quite a risk if you are then declined registration. My worry is that although I have management experience, other than being my mums full time carer I have no real knowledge of the care system (although I have been reading the essential standards etc). I would really appreciate your help.

I am happy to respond to your question and to assist you in any way I can but first I need to know whether or not you intend to the be the Manager of the service, if you do you will have read on CQC’s website that:
- “7 (2)(b) has the necessary qualifications, competence, skills and experience to manage the carrying on of the regulated activity,
The registered manager should be appropriately skilled with the qualification(s), knowledge and experience and demonstrate the competency required to manage the regulated activity.
The registered manager should demonstrate that they have appropriate knowledge of applicable legislation including the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 (Part 3), relevant best practice and guidance and understand the consequences of failing to take action on set requirements.
The provider must have appropriate processes for assessing and checking that the individual holds the required qualifications and has the competence, skills and experience required to undertake the role. These processes must be followed in all cases and relevant records kept.”
I do not believe that CQC will register a manager if they do not have experience of working in a similar service at a senior level and/or a relevant management qualification.
If you could let me have this information I can then begin to give you further advice.
When it comes to the point of registering your business you will need to have everything in place including policies and procedures but I think you have a way to go yet before you are at that point.
